A quote should identify the publisher or selection criteria, content requirements, target URL, expected placement location, link attributes and delivery terms. A guest article, an insertion in an existing article and an earned editorial mention are different deliverables. Compare equivalent work rather than just the number of links.

Review the actual publication and examples of recent articles. Check whether the topic fits the readership, how commercial content is presented and whether the proposed page is accessible. Confirm whether writing, revisions and publication are included. Keep approval records so the delivered placement can be checked against the brief.
Paid placements and search policies
Google treats buying links for ranking manipulation as link spam. Advertising and sponsored placements should use the appropriate link qualification. A publisher’s domain score does not remove that distinction. Make the commercial relationship and link attributes part of the decision instead of assuming a paid placement is an earned recommendation.
